Jamaican Cod Fish (Salt Fish) Fritters

1 small onion, diced
1 scotch bonnet pepper, diced
2 tbsp scallion, minced
1 tsp ground pepper
1/2 lb salted cod fish, deboned and flaked
1.5 lb all purpose flour
water as needed
1 cup vegetable oil
1. Combine all the ingredients except for the water
2. Add only enough water to give you a batter similar to a pancake batter.
3. Add vegetable oil to frying pan on medium heat
4. scoop 1/4 cup of batter allow to fry on each side until golden brown
